About the Opportunity   

  • Manage the entire payroll function, ensuring accuracy, compliance, and timely disbursement of wages to employees. 
  • Oversee the processing of weekly and monthly payrolls, including verification of data and resolution of discrepancies. 
  • Maintain up-to-date knowledge of applicable tax laws and compliance with regulatory requirements. 
  • Issue Records of Employment (ROEs), prepare year-end T4 tax slips, and prepare requested payroll reports. 
  • Collaborate with P&C and finance departments to align payroll processing with overall business operations. 
  • Collaborate and work with P&C and employees in resolving issues. 
  • Prepare and review payroll reports for accuracy and completeness. 
  • Respond to and resolve employee and management payroll inquiries. 
  • Ensure that payroll systems are configured correctly and optimized for efficient operation. 
  • Configure the payroll system for annual salary increases, and other changes per collective agreement and other union settlements. 
  • Provide training, guidance, and leadership to payroll staff. Mentor and develop a service- oriented team, providing support and coaching. 
  • Provide direction, interpretation, and guidance on payroll technical matters (e.g., statutory tax legislation, cancellations, retiring allowance payments to RRSP’s, WSIB, and retroactive payments). 
  • Anticipate problematic issues and take proactive steps to resolve them (e.g., ROE & T4 production, changes in payment schedules, return from leaves, and awards); 
  • Conduct regular audits of payroll processes to ensure data integrity and system efficiency. Oversee compliance and reporting for all payroll and associated taxes. Ensure accurate payroll allocation and reconciliation of liability accounts.

  • Develop, implement, and maintain payroll policies and procedures to ensure service continuity, improve service delivery and operational efficiency. 
  • Leverage technology to refine and improve processes and increase operational efficiencies. 
  • Act as a subject matter expert for Time & Attendance and Payroll, participating in strategic and operational discussions. 
  • Work with cross-functional stakeholders to ensure the payroll services are delivered at best practice standards; use the ability to influence others to implement procedural change as required. 
  • Participate/present payroll related matters at new employee orientation programs (such as ITP). 
  • Prepare and provide labour budget & financial records and reports to assist in the management of the company’s finances. 
  • Generate payroll and employee data and reports for management as requested. 
  • Work with members of the finance and other departments to analyze labour cost and variances. 
  • Collaborate with auditors during annual audits and provide necessary payroll data. 
  • Implement benefit items as directed by supervisor and or P&C with a view of ensuring all processes are followed, and reporting to supervisor all exceptions and deviations from process and CBA provisions. 
  • Accountable for ‘employee data management’, time &attendance, & payroll in the HRIS system. 
  • Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, job titles, and department/ division transfers, and other changes. 
  • Other duties as required 

 

About You  

  • Minimum of 10 years payroll management experience within a full cycle payroll environment at a large organization (a unionized environment preferred). 
  • Completion of a post-secondary degree program (Business Administration, Accounting or Finance is preferred) coupled with successful completion of Certified Payroll Manager (CPM) certification Or recognized equivalent combination of the above noted. 
  • Proven experience managing large complex payroll, time and attendance and HR software; 
  • Experience administering payroll in a multi-union environment. 
  • Proficient knowledge of modern payroll, time and attendance, software systems such as SAP, Workday, etc. 
  • Experience as a subject matter expert in major implementation/upgrade projects. 
  • Demonstrated experienced leadership skills and an ability to influence and motivate others to work collaboratively as team members. 
  • Must have the ability to influence at all levels within the organization to achieve the desired outcomes. 
  • Demonstrated leadership with identifying, designing and implementing process improvements. 
  • Collaborative team player with superior influencing skills, who can build relationships easily to move initiatives forward. 
  • In-depth knowledge of payroll operations management, tax regulations, employment and labour legislation (e.g., Employment Standards, PIPEDA). 
  • Experience understanding and administering collective agreement provisions. 
  • Strong oral and written communication skills including ability to communicate technical requirements to non-technical users in a simple and supportive manner. 
  • Superior attention to detail. 
  • Able to work in a fast paced, team environment, multi-tasking between many priorities. 
  • Highly organized, self-motivated, and adaptable. 
  • Advanced skills in Microsoft Office (Excel). 
  • Ability to multitask and meet deadlines under pressure, without sacrificing detail. 
  • Self-starter and team player with strong leadership skills; able to work independently with minimal supervision, ability to resolve issues through collaboration with others. 
  • Flexibility to work off-hours in time sensitive situations.
