About the Opportunity

Reporting to the DVP of People, Risk & Organizational Culture, the Payroll & Benefits Manager, leads and manages the payroll process while delivering an exceptional employee experience through the timely and accurate processing of payroll services. Responsible for managing payroll related risk, this position independently develops, documents, and assesses the controls and systems used to ensure payroll activities are delivered in compliance with associated regulations, legislation, internal standards, and service excellence across multi provincial jurisdictions. This position also identifies areas where automation or efficiencies are possible and implements changes to processes, forms, workflows as needed in collaboration with stakeholders

  • Provide strategic leadership and oversight for Canadian payroll service delivery
  • Coordinate and process all aspects of the payroll function including administrative/technical aspects, compiling payroll statistics, maintaining payroll control records, tax reporting, and legal compliance
  • Ensure compliance with all related federal/provincial legislation and internal policies and procedures as they relate to payroll services, including salaries, benefits, WSIB/WCB, RRSPs, bonuses, termination payments, garnishments, taxes, third party payments and other special payments as required
  • Leverage deep payroll expertise to collaborate with business partners in developing, evolving, and finding solutions for pain points in relation to payroll processes e.g., taxation, one-time payments, overtime, remittances, audits, verifications, claw backs, reporting, etc
  • Provide controls and oversight for payroll related processes and practices; ensure alignment to legal & regulatory requirements and closely monitors and ensures compliance with relevant laws and internal policies while maintaining accurate records
  • Act as the payroll subject matter expert for all internal and external stakeholders, provide technical expertise and advice on all matters related to payroll activities; troubleshoot payroll issues and resolve concerns
  • Conduct audits of biweekly payroll transactions as well as other regular quality control checks to assess the design and effectiveness of payroll related controls, recommend and implement improvements.
  • Oversee the year-end reconciliation process, ensure timely submission of all payroll-related regulatory filings and production of tax related forms
  • Manage all internal and external reporting requirements; produce regular and ad-hoc reports
  • Provide support to the Finance team with investigation of discrepancies in biweekly payroll entries, payroll related queries, and proactive communication of GL or other payroll related issues; create and maintain the GL mapping framework within the payroll system
  • Identify, test, and implement updated systems Workday, Reflexis, ADP etc. or processes to automate payroll related functions where possible
  • Assist with the implementation of the annual contract renewal process while analyzing and interpreting plan activity and expense together with iA/Mercer
  • Act as the primary contact for iA regarding benefit administration and supervises enrollment and eligibility.
  • Coordinates communication to employees of plan information, amendments, annual announcements, and events
  • Maintain accurate and up-to-date information regarding individual benefit election changes, dependent information updates, address changes and benefit terminations
  • Disability Claims: Includes coordinating short-term disability payments and tracking finances
  • Assist the Head of HR with administering and communicating various Human Resources policies, procedures, programs, practices, laws, standards, and government regulations
  • Directly and indirectly supervises employees in the Payroll & Benefit Department. Performs supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work, appraising performance, rewarding and disciplining employees,addressing complaints and resolving problems

About You

  • Bachelor's degree (B. A.) from four-year college or university
  • 5+ years of full-time experience working in a high-volume payroll environment with salaried and hourly employee groups; or equivalent combination of education and experience
  • 2+ years’ experience managing a payroll team with responsibility for the full range of people management activities
  • Workday payroll systems experience is essential
  • Experience in the administration of group benefit plans and RRSP management is essential
  • Word, Excel, and Access or similar database experience preferred
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public
  • Ability to calculate figures and amounts such as proportions and percentages
  • Ability to apply concepts of basic algebra and geometry. Reasoning Ability
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  •  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • PCP or CPM designation is required

Salary

$75,000 – 1,15,000/year
